The IDB issues the guarantee after the fulfillment of a Policy Reform Program. These guarantees enable access to international markets, with the added benefit of receiving Technical Cooperation resources. The IDB supports a series of reforms to be carried out by the Government, in exchange for which it issues a guarantee allowing the Government to obtain financing in capital markets.
